Experience Summary

More than 33 years of experience in security issues, both domestic and international. During a 26-year career in the FBI, conducted and directed investigations and crime scenes on criminal and terrorist matters. These include the World Trade Center, Oklahoma City (SANG Building), and Saudi Arabia (Khobar Towers).

Responsible during the Gulf War for identifying critical key assets and conducting security surveys in the New England area that included airports, seaports, nuclear energy plants, infrastructure and hazardous material storage facilities.

Directed investigations into bombings, aircraft hijackings, kidnappings, extortion, crime on the high seas and other criminal matters and developed/managed numerous conferences and seminars with senior government, academic and business executives on special events and risk management problems.

Private industry management experience includes development of a global risk management consulting practice in physical security planning and surveys, crisis management/special events planning, security training, project/security management and incident database development focused on maritime security.

Experienced lecturer at domestic and international conferences and seminars, and a published author on maritime security issues. Project experience includes port security surveys, development of maritime security seminar agenda, incident tracking computer database and development of security officer training program.

Key Experience

· Managed project to identify critical key infrastructure assets in New England and conducting security assessments. Assets included major international and domestic airports, energy facilities, storage areas, major communications locations and maritime operations.

· Managed project to conduct security survey of nuclear power plants in Maine, Massachusetts and New Hampshire. Survey assessed perimeter security, access control, security equipment, technology, deployment and assignment of security and non-security personnel. Coordinated activities with State Police and State Emergency Management agencies. Developed database to categorize and provide response capability to all identified sites.

· Developed, managed and coordinated the deployment and response of EOD teams during the Tall Ships visit to Boston. Coordinated the activities of 3 EOD teams consisting of 25 bomb techs from the FBI, Hazardous Device School, Boston, Cambridge and Massachusetts State Police Bomb Squads

· Participated in the initial planning for World Cup Soccer venue at Foxboro stadium.

· Developed Risk Management database to track incidents globally. Database assessed risk for 10 industries and 33 industry sub-groups, tracking criminal, terrorist incidents and employee related crimes. These included bombings, kidnappings, theft, assault, murder and sabotage.

· Lead Consultant for MassPort security survey of cargo and cruise terminals. Services included survey of operations, staffing, policy review of security operations at those terminals. Focused on perimeter fence evaluation, CCTV requirements, recommended location and requirements for perimeter/interior lighting requirements. Numerous interviews were conducted to identify both current and future port operations and security issues with port executives, mid-level managers, tenants, union officials, security personnel and federal/state law enforcement officials.

· Project Manager for Port Everglades’ (Ft. Lauderdale, Florida) security blast wall design project. The port was concerned about accessibility to a large LPG storage facility. Facilitated the design of a blast fragment retention/vehicle barrier with pre-detonation screening and obscuration fencing to mitigate three threat tactics: 5,000 pound TNT moving vehicle bomb, RPG weapons, and ballistic weapons. Provided recommendations as to the wall’s location and placement to maximize the protection of the facility.

· Directed and performed a threat and vulnerability assessment for the Port of Richmond, California.

· Project Manager for security survey at Puerto Rico Ports Authority cargo terminals, review of security plans, and evaluation of security equipment. Security survey included: threat/vulnerability assessment, interviews with law enforcement officials, port staff and tenants.

· Project Manager for the South Carolina State Ports Authority security analysis and design consulting services. Project includes programming, design, bidding, and construction management.

· Project Manager for Cayman Islands Port Authority security vulnerability/threat assessment at three terminal facilities located on two islands. Reviewed security plan and updated the plans for compliance with new ISPS Code and U.S. Coast Guard regulations.

· Project Manager for Tampa Port Authority in the development of port security plan that was consistent with the state of Florida’s port security plan mandate. The services included review of procedures, interviews and coordinating activities with the port operations director.

· Reviewed and provided quality control on project manual for the US Trade and Development Container Security Conference in Cairo, Egypt.

· Co-Project Manager for a major U.S. Coast Guard Facility Security Plan review project. Worked closely with the U.S. Coast Guard to assist in conducting the review of up to 5,000 Port Facility Security Plans around the United States as required by the Maritime Transportation Security Act of 2002.

· Assisted in review of the U.S. Merchant Marine Academy draft proposal for establishing standards for Maritime Security Training for Law Enforcement, Military and Private Security. Attended seminar at the U.S. Merchant Marine Academy for discussion on the draft proposal along with 140 invitees from U.S. law enforcement agencies, military branches and private security/port security agencies.

· Project Manager to develop and conduct Vessel Security Officer training to TECO Ocean Shipping for their ship captains. The training encompassed the ISPS Code and the MTSA 2002 regulations.

· Project Manager for the performance of Vessel Security Assessments and development of Vessel Security Plans for Titan Cruise Line casino-cruise ship and four high speed ferries. The casino-cruise ship is the largest in the world with a carrying capacity of 2,000 passengers and over 100 crew members. The plans were developed under two flag states - Cayman Islands and St. Vincent’s, as well as the U.S. Coast Guard.

· Commanding Officer of a 182 Military Police Company at the Marine Air Station El Toro, providing security, access control and daily patrols to a base population of 20,000 personnel. Managed a 100 man Presidential Security Force for protecting President Nixon when visiting the summer White House and to respond to incidents at the summer White House. Established and developed a four week Military Police Academy providing training to MP’s to four West coast bases.

Lectures and Publications

· Developed and coordinated training programs for international risk insurance association and international hotel chain on explosive recognition and bomb threat planning and building search techniques

· Conducted training of bomb squads in New England and FBI Evidence Response Teams on bombing crime scene management and issues associated with major bombing crime scenes.

· Published article in the Journal of Commerce on the development of a computer database tracking cargo loss in the transportation industry. It identified type of losses, how to collate the data and how to conduct a trend analysis of the information in a useful manner that would assist the security manager.

· Lectured at the Transportation Research Boards Annual Conference on the topic of Challenges to and Developments in Critical Infrastructure Protection, focused on maritime security. The conference was attended by transportation officials in government, industry, and academia.

· Project Manager for the AAPA Security Committee Maritime Security Manual project. Developed, identified subject matter and selected contributors to write chapters of the manual. It is the first of its type in the US.

· Lectured at cruise, operations and executive management conferences hosted by the American Association of Ports Authority on maritime security issues facing the cruise ports and industry. The topics included Security Concerns for the Cruise Industry, Security Issues in Cruise Ports and Port Security Issues in Latin America.

· Lectured at the Maritime Security Council conference on International Organized Crime in the Seaports, attended by representatives from maritime shipping industry, seaports and government.

· Lectured at a Port of Houston conference, sponsored by MARAD, on threats from terrorist. Officials from all the Texas seaports, major tenants and local/state and federal law enforcement were in attendance.

· Published article in Aviation Security International Cruise Ship Renaissance: For Tourist and Terrorist. The article explained why a cruise ship, type of threat, industry growth and lessons learned from the aviation industry.

· Published article on Vessel Security Officer Training in the USCG journal Proceedings, Maritime Homeland Security edition.

· Conducted review of a draft of a Facility Security Planning Guide for the Captain of the Port of Mobile, AL. Provided comments and suggestions for enhancing the guide.

· Published article in The Propeller Club Quarterly on Choosing a Maritime Security Consultant.

· Published article in Lloyd’s Cruise International on security in the cruise industry. The article focused on issues, training and utilization of technology in mitigating the threats.

· Published article in Cruise Industry News The Specter of Terrorism. The article focused on the threat, countering the threat, consequences of not planning and the alternatives.
